PUBLIC BUILDINGS AND ASSETS MANAGEMENT DEPARTMENT

The Cabinet Resolution of 25 September 2020 adopted the National Strategy for a Management of Government Buildings by which includes all process of identification, acquisition, valuation, operation, maintenance, disposal, write off and recording. It further guides public institutions in setting up adequate systems and procedures to manage their immovable assets (buildings).

The regular maintenance of the building is essential for various reasons. Over time, the functioning of the buildings can be less efficient due to different reasons like electrical problems, plumbing, mechanical issues, sewage issues, and others. When regular maintenance is not well done such issues can create a dangerous environment for the people working in offices. In additional to this, the cost of solving such problems can be significantly high as compared to the cost of regular maintenance of the building.

Proper Maintenance of the building prevents the deterioration and makes it more durable over the time of the building. Proper maintenance of buildings includes regular inspection of the property which helps to identify deteriorated elements so they can be addressed in a timely manner.

The Accommodation and Space Management strategies and Policies were elaborated and drafted to ensure that the Government achieves the most efficient estate possible while ensuring that the accommodation is appropriate to meet the needs of all staff, elected members and residents. The strategies and policies are designed to ensure that space is allocated according to need.

The regular updates of the database of all public fixed and movable assets are most needful in order to have all records of assets, their usage and movement as well as their depreciation. It will make sense to have annual financial report with the real value of the fixed and non-fixed assets.

Mandates/Responsibilities of RHA which falls into Public Buildings and Assets Management Departments: 

  1. To accommodate Government Institutions and ensure space management in the respective Government buildings
  2. To maintain and update a database of all public fixed and movable assets;
  3. To develop a maintenance programme for public buildings and ensure its implementation;
  4. To prepare the budget for the maintenance of public buildings;
  5. To advise Government on the identification and sale of movable and immovable assets and monitor the implementation of procedures relating thereto;
  6. Monitoring of the compliance of insurance of their building their occupying

The following are the laws and Orders illustrating the Public Buildings and Assets Management Departments:

  • Law no 40/2010 of 25/11/2010 established the Rwanda Housing Authority (RHA) and determining its responsibilities, organization and functioning;
  • The Primer Ministers order no 165/03/ of 21/12/2020 determining organisation structure of Rwanda Housing Authority that includes Public Buildings and Assets Management Departments;
