Who we are

Rwanda Housing Authority (RHA) is a public institution established by the Law N°40/2010 of 25/10/2010 overseen by the Ministry of Infrastructure. It was established in a bid to improve the quality of life of Rwandans through planning, organizing and spearheading rural settlement, urban settlement, public building construction, affordable housing; management of public office space and Government Assets; and regulation of the construction industry.

Responsibilities


Responsibilities of RHA are the following:
a)    To serve as overall project manager on behalf of the State for all projects related to housing and construction;
b)    To advise the Government on the formulation of the policy on housing, urban development and construction;
c)    To conduct regular and thorough assessment of the status of urban areas and construction in Rwanda and survey requirements for additional housing;
d)    To promote and facilitate the provision of urban construction in Rwanda;
e)    To advise the Ministry in charge of urban housing and construction on the formulation of systems and procedures for the development of construction in Rwanda in accordance with the law;
f)    To enforce compliance with the law on environmental protection aiming at developing urban housing and construction;
g)    To obtain, maintain, operate, update and disseminate scientific, socio-economic, and environmental data pertaining to urban construction;
h)    To maintain and update a database of public movable and immovable assets;
i)    To advise Government on all mechanisms that may be used to improve urban spontaneous settlements;
j)    To advise Government on recommended standards for urban construction;
k)    To provide advice on all aspects of urban construction including suitability, cost, use of local materials, construction procedures adapted to earth structures;
l)    To develop programmes and make proposals for the development of urban construction and implement such programmes as approved by the Ministry in charge of housing;
m)    To update the Ministry in charge, on the status of construction in rural and urban areas and provide advice on appropriate improvements;
n)    To contribute in establishing and promoting grouped settlement;
o)    To promote the program for the provision of housing to individuals or assist them in building their own homes;
p)    To collaborate with banking and financial institutions to help Rwandans to build their own homes;
q)    To design and supervise the construction of public buildings;
r)    To develop a maintenance programme for public buildings and ensure its implementation;
s)    To prepare the budget for the construction and maintenance of public buildings;
t)    To advise Government on the identification and sale of movable and immovable assets and monitor the implementation of related procedures;
u)    To promote the overall development of the housing sector while targeting all stakeholders;
v)    To advise Government on the establishment of legal instruments applicable to construction and housing;
w)    To establish relationships and cooperation with other regional and international agencies with similar responsibilities;
x)    To advise Government on other activities which can fast track housing and construction development;
y)    To perform any other responsibility, which is not contrary to its mission, as may be assigned to it by the law or competent organs.
