Mr. Fabrice SEBAGIRA

Fabrice Sebagira is Civil Engineer specialised in Urban development. He is currently the Head of Building Construction and Rehabilitation Department in Rwanda Housing Authority, where he oversees the management of projects related to rehabilitation and construction of Rwanda Government owned buildings. Fabrice Sebagira has a vast experience in civil engineering and construction project management spanning over more than a decade working both in private and public sectors. Fabrice Sebagira holds a bachelor’s degree in civil engineer from the University of Rwanda and a master’s degree in Global Urban Development and Planning from the University of Manchester, United Kingdom.

Mr. Emmanuel AHABWE

Eng. Emmanuel Ahabwe holds MSc in Construction Project Management attained from the University of Manchester in 2015 and BSc in Civil Engineering from the University of Rwanda (Former KIST) in 2012.

For the last 12 years of work experience, he has worked in different capacities where he served with passion, integrity and excellence in all tasks accomplished.

He is currently the Head of Social and Affordable Housing Development Department at the Rwanda Housing Authority where he oversees several national initiatives summed up under the promotion of housing agenda both in Urban and Rural Settlements.

Prior to Joining RHA in May 2024, he worked at the Development Bank of Rwanda as the coordinator for two World Bank funded projects namely Rwanda Housing Finance Project and Rwanda Digital Acceleration Project under the Special Projects Implementation Unit (SPIU) Department since March 2021.

Eng. Emmanuel Ahabwe is a certified Civil Engineer with the Institute of Engineers Rwanda (IER) and Project Management Professional (PMP) with the Project Management Institute (PMI).

Ms. Alexia Byusa

Eng. Alexia Byusa is a distinguished civil engineer with an MSc in Civil Engineering and Engineering Mechanics from Columbia University, New York, where she specialized in real estate development, construction, and finance. She also holds a BSc in Civil Engineering from Roger Williams University, Bristol, RI.

With over eight years of professional experience, she has excelled in project management, structural engineering, and business development within the real estate and construction sectors. She currently serves as the Head of the Department of Public Buildings and Asset Management at the Rwanda Housing Authority, where she oversees the complete lifecycle management of government buildings.

Throughout her career, Eng. Alexia has successfully led and managed complex residential and commercial engineering projects, including façade engineering for high-profile buildings. Her experience also extends to business development, where she played a pivotal role in coordinating training programs for engineers and strategizing business growth for early stage construction companies. In addition to her previous roles, she has served as a Board Member at the Rwanda Housing Authority, contributing to national initiatives aimed at promoting the rehabilitation and efficient management of government assets.

Eng. Alexia Byusa is a certified Civil Engineer with the Institute of Engineers Rwanda (IER) and the American Society of Civil Engineers (ASCE).

Mr. Jean Pierre UWINEZA

UWINEZA Jean Pierre serves as acting Corporate Services Division Manager   of Rwanda

Housing Authority since June 2021.

He has more than 20 years of experience in accounting, internal control, banking, auditing.

Before joining Rwanda Housing Authority, he served as Director of Finance at NISR .

He is an active member of the Global Academy of Finance &Management.

UWINEZA Jean Pierre is an accountant by profession, he is an MBA, and CPFMA holder

Ms. Gisele AMIZERO

Mr. Raymond NAHAYO

Mr. Raymond NAHAYO is a Civil Engineer by Training and Procurement Practitioner by Profession. He holds a Bachelor’s Degree of Sciences in Civil Engineering from National University of Rwanda and is an active Member of the Association of Procurement Practitioners of Rwanda (APPR).

Keen to lean, he acquired practical knowledge in the field of public procurement and attended different schools and/or training sessions with related certificates including but not limited to Certification in Global Public Procurement from Korea Advanced Institute of Sciences and Technology (KAIST), Procurement for Works, Goods, Consultancy services, Advanced Contract Management issued by International Labor Organization (ILO) through University of Rwanda (UR) and Training on Procurement Audit issued by the Institute of Internal Auditors Rwanda (IIA Rwanda).

His career has been mainly in the field of public procurement with over 10 years of experience in tendering processes, procurement processes monitoring, auditing and procurement contract management; and with his qualities of impartiality and fairness, he has contributed to successful completion of Government Projects nationwide by providing solution-oriented pieces of advice to both Public Procuring Entities and contractors, consultants or suppliers.

Prior to joining RHA, Raymond NAHAYO worked as a Contract Management and Procurement Research (CMPR) Specialist at Rwanda Public Procurement Authority after serving as Procurement Audit Officer for nearly eight (8) years in the same institution.

He also worked at Rwanda Transport Development Authority (RTDA) in Marine Transport, and Bridges Unit where he provided technical expertise on Project Affected People (PAP)’s property valuation, studies and/or construction of renown road construction projects.

As a Member of the National Technical Committee on Standards for Civil Engineering and Construction Materials (RSB, TC9), for 8 years, Raymond NAHAYO contributed to the development of various Rwandan Standards and adoption of International Standards.

Serving the country is his privilege. He is a good team player and self-motivated person with strong negotiation, analytical and risk management skills in addition to his ability to communicate effectively and lead the teams towards the achievement of common goals.

His knowledge of the construction sector together with strong experience in dealing with procurement matters in compliance with the applicable laws is an added value to the achievement of Rwanda Housing Authority’s mandate towards “Better Housing, Sustainable Development”.    

Mr. Mathias NTAKIRUTIMANA

Mr. Mathias NTAKIRUTIMANA was educated at the Applied Sciences, National University of Rwanda. He obtained a Bachelor’s Degree in Civil Engineering.

His career has been mainly in the construction industry, accumulating over 11 years of experience in Engineering, Urban Planning and Design, and Project Management.

Mr. NTAKIRUTIMANA has successfully completed various class projects across the country. He is the Coordinator of Asbestos removal Project at Rwanda Housing Authority.

He worked as a Construction Permitting Officer at Rwamagana District’s One-Stop Center.

He also held different Positions in Engineering such as Management Organization and Exploitation Engineer at Rwanda Housing Authority at RHA, a site Engineer at NESA Consult and other Construction Private Companies.

He is a good communicator, approachable, energetic and highly passionate, dedicated to serving the people at his best, and exploring innovative strategies in creating liveable environments.

The knowledge coupled with the experience he gained bridges the gap of understanding the key priorities of the institution to customer satisfaction, loyalty and retention as to consistently deliver a level of institution’s desire that exceeds and even anticipates the customer’s expectations for value. 

Mr. Harouna NSHIMIYIMANA

Eng. Harouna Nshimiyimana is a certified engineer registered in the Institution of Engineers Rwanda, IER. He has a Masters’ Degree in Construction Project Management from Jomo Kenyatta University of Agriculture and Technology, JKUAT and a Bachelor Degree of Civil Engineering and Environmental Technology from the University of Rwanda (Former KIST Campus).

He has a working experience of more than twelve (12) years in the public service and three (3) years in the private sector. He mainly focused on the construction industry, regulatory frameworks, and urban planning. His main roles were project management, legal framework needs assessment, building regulation, trainings & capacity building, inspection, audits and quality assurance.
