Kigali, 21^st October 2022, the Government of Rwanda Released Prime Minister’s instructions relating to the Government support for Affordable Housing Projects.

Considering the resolution of the National Leadership Retreat held in 2015, especially the resolution n° 9;

Pursuant to national housing policy of 2015; Having reviewed Prime Minister’s Instructions n° 001/03 of 23/02/2017 determining the conditions and procedures for obtaining Government support for affordable and high density housing projects;

On proposal by the Minister of Infrastructure; issued the instructions relating to the Government support for Affordable Housing Projects.

These Instructions determine the criteria for obtaining Government support for affordable housing projects. They also determine the procedure for initiation, assessment, approval and monitoring the implementation of those projects.

These Instructions apply to affordable housing projects for residential purposes, for which a developer is requesting support from the Government.

“The Government supports the development of affordable housing with the provision of land or infrastructure or both depending on the project and upon assessment by the National Committee for approval of government support for affordable housing projects”, state the instructions.
